AI in Education Policy: What Five Countries Reveal About Readiness, Inclusion and Implementation

Based on a dialogue with youth leaders across five countries, this article examines how AI in education policy is being shaped by different local realities — from teacher readiness and AI literacy to policy gaps, trust, assessment and inclusion.

Artificial intelligence is entering classrooms faster than many education systems can decide whether they are ready for it — or how it should be used. That makes AI in education not only a technology story, but a policy and systems story: one about readiness, inclusion, trust and whether institutions can translate innovation into better learning.

This matters now because AI is moving into schools, universities and learning platforms faster than many systems can adapt. The real question is no longer whether AI will affect education. In many places, it already is. The harder question is whether AI in education policy can keep pace with implementation — and whether schools can use AI in ways that widen opportunity rather than deepen inequality.

Across the United States, Kenya, China, the United Arab Emirates and Switzerland, youth leaders and practitioners are seeing the same global transition unfold in very different ways. Their perspectives suggest that the future of AI in education will depend less on the tools alone and more on whether institutions can align technology with teacher readiness, local context, policy support and educational purpose.

Why AI in education policy now matters

A useful way to understand the current moment is this: the real challenge is not simply AI adoption, but whether systems know what responsible AI adoption in education should actually look like.

Across the five-country dialogue, three patterns emerged repeatedly. First, local context shapes outcomes. The same tool can create very different results depending on infrastructure, language, policy capacity and access to mentorship. Second, teacher readiness is often the real bottleneck. AI tools may be available, but that does not mean educators are supported to use them meaningfully. Third, AI policy, trust and assessment reform are becoming central. AI is no longer just changing classroom tools; it is forcing education systems to revisit what they reward, how they measure learning and what kinds of human capability they still need to protect.

These are not side issues. They are becoming the core of the AI in education policy debate.

How local context shapes AI in education

AI is often discussed as if the main issue were access to tools. In practice, what matters is whether local systems can absorb and guide those tools well. The same technology can produce very different outcomes depending on infrastructure, institutional culture, public trust and policy capacity.

In Kenya, the challenge is not just whether AI tools exist, but whether they can reach underserved communities in ways that are sustainable and relevant. Phylis Atieno, Technovation Project Lead at the Global Shapers Nairobi Hub, described a system where AI is “not the priority because of ignorance, but because it is competing with classrooms, textbooks and teacher salaries.” Her line — “Context is a priority more than curriculum … mentorship over infrastructure” — captures a key policy lesson: in lower-resource systems, local support structures often matter more than imported models. Between 2021 and 2024, the Nairobi Hub reached 174 girls across four marginalized communities, supporting 32 teams to develop 32 community-focused applications. That makes the Kenyan case especially important for anyone thinking seriously about AI literacy, education inequality and inclusive implementation.

In the United States, the challenge looks different. There, AI in education is already widespread, but implementation is uneven. Daniel Sungjin Kang, Y20 U.S. Delegate for AI, Digital Innovation and Education and Curator of the Global Shapers Chicago Hub, described a system where adoption has moved faster than governance clarity and teacher support. “AI has widespread adoption, but the big question is: is it getting used correctly?” he said. The U.S. case shows that even high-capacity systems can struggle when AI adoption outpaces institutional support.

In the United Arab Emirates, the issue is less about whether AI should be adopted and more about how to integrate it across education, innovation and workforce development. Mohammed Mishal, Curator of the Global Shapers Dubai Hub, framed the UAE case through people, process and technology. That matters because it shifts the discussion away from AI as a product issue and toward AI as a system-design issue.

Why teacher readiness is the real bottleneck

If there is one issue that cut across all five contexts, it is this: teacher readiness is one of the most important AI in education policy issues today.

Teachers are the bridge between AI tools and real learning. If educators do not have the time, confidence, training and support to use AI well, even the most promising tools can remain superficial in practice. That is why the real bottleneck is often not technical capability, but whether schools and teachers are actually prepared.

This appears in different ways across countries. In the United States, it shows up as weak implementation support. In Kenya, teacher shortages and infrastructure gaps make readiness a structural challenge. In the UAE, successful adoption depends on whether teachers, institutions and communities are meaningfully included in how change is designed. Across contexts, the lesson is the same: AI in education will only be as strong as the human systems asked to carry it.

Why AI policy and assessment reform now matter

If readiness is the bottleneck, AI policy is what determines whether systems can respond at scale.

AI adoption does not become meaningful simply because the technology is available. It becomes meaningful when policy helps align curriculum, teacher preparation, accountability, safety and long-term educational goals. Without that alignment, innovation can move faster than institutions can absorb it.

This is especially visible in China. Yiwen Zhang, PhD Researcher at LSE and Curator of the Global Shapers Beijing Hub, described an “evaluation trap”: education systems built around memorization, fixed answers and narrow measures of performance are becoming misaligned with the capabilities learners now need. Her point is one of the strongest contributions to the broader AI in education policy debate, because it shifts attention from tools to the deeper question of what education is actually rewarding.

China also points toward a more forward-looking response. Materials shared from AI Future Boostcamp describe a “last-mile” effort to translate advanced AI research into age-appropriate learning while strengthening teacher capacity rather than replacing it. The initiative has already piloted work in 12 schools, recruited 100+ volunteers, and aims to expand to 50+ schools by 2026. “We want to prove that AI can be the great equalizer instead of widening the education gap,” Zhang said. That makes the China case useful not only for its scale, but for its attempt to connect AI policy, AI literacy and local implementation.

Meanwhile, Switzerland sharpens the same debate from another angle. Yves Zumbühl, Founder of PaperCheck / botts.ai and a member of the Global Shapers Lucerne Hub, pushed the discussion beyond efficiency and toward educational purpose. “A thesis is a byproduct of human thinking. If you outsource that to an AI, the entire reason for writing it disappears.” That line captures why assessment reform is no longer a side issue. If AI can generate visible outputs while bypassing the learning process itself, education systems need to decide much more clearly what kinds of thinking they still expect humans to do.

What youth leaders are seeing across five countries

One of the clearest signals from this dialogue is that youth leaders are often seeing problems early — not because they are symbolic representatives of the future, but because they are already working where technology meets friction.

Across five countries, youth leaders are not only commenting on AI in education. They are diagnosing gaps, testing responses and building local models. In Kenya, this means widening access for girls who would otherwise be left out of future-facing learning. In China, it means creating more durable support models for teachers and students. In the United States, it means surfacing where adoption is outpacing guidance. In the UAE and Switzerland, it means pushing the debate beyond enthusiasm and toward design, trust and educational purpose.

That matters because local action is not just anecdotal. It is part of the evidence base that AI in education policy should learn from.

What this means for the future of AI in education

Across five countries, the message is clear: the next challenge is not adoption, but direction. The future of AI in education will not be decided by technology alone. It will be decided by whether institutions can build the readiness, policy clarity and human participation needed to guide it well. If they can, AI may widen opportunity. If they cannot, it may deepen the very divides education is meant to reduce.
