Principles
The Observatory advances responsible, evidence-informed AI policy across education and workforce systems. We take a neutral stance toward technologies and vendors, and a non-neutral stance toward outcomes: equity, safety, institutional capacity, and long-term public value.
We operate on the belief that AI governance should be:
Outcome-oriented (measured impact, not intentions),
Risk-proportionate (stricter controls in higher-stakes contexts), and
Implementation-aware (usable by real institutions with limited capacity).
EVIDENCE & METHOD
Evidence hierarchy: We separate causal evidence from correlational claims, and we state assumptions and uncertainties explicitly.
Reproducibility mindset: When we propose frameworks, we aim to make them testable and operational (definitions, metrics, checklists, evaluation design).
Balanced synthesis: We incorporate academic research, field pilots, procurement realities, and governance constraints.
HUMAN SYSTEMS FIRST
Human accountability: AI should not dilute responsibility. We emphasize governance structures that keep accountability with institutions and human decision-makers.
Capacity building: Teacher development, administrator readiness, and workforce upskilling are treated as first-class policy domains.
EQUITY & INCLUSION
Distributional impact: We analyze "who benefits, who pays, who is left behind," including language access, disability accommodations, and infrastructure constraints.
Global and low-resource sensitivity: Solutions should work beyond top-tier schools and top-tier firms.
TRUST, SAFETY, PRIVACY
Child- and worker-protective safeguards: We stress privacy-preserving practices, security controls, and harm-prevention in high-exposure populations.
Data responsibility: Collect only what is needed; store less; protect more; disclose clearly.
GOVERNANCE & ACCOUNTABILITY
Procurement and oversight: We focus on what institutions can enforce—contracts, evaluation, incident response, auditability, and lifecycle governance.
Risk controls: We encourage guardrails for high-stakes uses (assessment, admissions, hiring, workplace surveillance, credentialing).
