AI is moving faster than policy, procurement, and implementation capacity. The result is uneven adoption—growing gaps in access, quality, trust, and workforce readiness. The Observatory operates upstream in the policy cycle: we identify emerging issues, conceptual gaps, and governance risks before they harden into crisis-driven regulation or fragmented deployments.
