FACT — official development
The national plan directs information infrastructure, intelligent-society governance, security, digital skills and standards development. Its priorities and indicators do not independently create enterprise AI compliance duties; separate applicable law and standards determine obligations.
LEGAL FORCE — scope and limits
CAC published the plan on 23 October. Official explanations identify ten task areas and twelve headline indicators, including smart-device/agent adoption and advanced digital skills. It is national strategy, not a new general AI-service regulation. Monitor implementation separately from the existing legal framework.
INTERPRETATION / IMPLICATION — enterprise relevance
The plan adds a strategic coordination and digital-capability layer alongside China’s existing binding service, data and content rules.
