The first-edition Gennai Standard assigns responsibilities to users, administrators and developers of the government platform. Agent Chat deployment is phased; the roughly 180,000-person programme target is not an active-user count. Gennai Workshop around December 2026 and OSS v2.0 around February 2027 remain planned.

The official PDF defines responsibilities within Gennai, retaining human oversight and final decision responsibility. Its platform operating requirements are not a national enterprise AI statute. The Digital Agency describes local-government and private-sector use as a reference case, not universal legal application.
