FACT — official development

MAS issued final guidelines on 7 October 2026 for financial institutions and all forms of AI, with controls proportionate to risk. The guidelines take effect on 2027-10-07: institutions should meet sections 3–4 from 2027-10-07 and sections 5–6 by 2028-10-07.

Expectations cover oversight, inventories, risk assessment, life-cycle controls and third-party assurance. Existing governance structures may suffice; a dedicated AI committee is not categorically required. Institutions remain accountable for third-party AI. MAS intends further consultation on agentic AI in 2027.

INTERPRETATION — governance relationship

These are financial-sector supervisory expectations, not a binding horizontal AI Act. The phased dates are future milestones as of this review; the planned agentic-AI consultation is not final guidance.

IMPLICATION — enterprise relevance

Financial institutions should map AI uses, accountability, testing, human oversight and vendor assurance to the phased expectations.
