FACT — official development
The package announces £165m for biosecurity, including a £100m AI Biosecurity Lab, plus £120m additional AISI investment, £60m National Cyber Shield and £70m NERV Centre. These are announced commitments, not evidence all funding is appropriated, spent or institutions operational.
LEGAL FORCE — scope and limits
The announcement also allocates an additional £23m over three years to the AI Economics Institute. The lab’s £100m government backing is distinct from up to £200m in company model/compute credits and support. Announced programmes and potential sandbox work do not themselves establish binding enterprise rules.
INTERPRETATION / IMPLICATION — enterprise relevance
Additional AI Economics Institute support links governance capacity to evidence on jobs and productivity. Track implementation and funding separately; company model credits are not interchangeable with public cash.
