China's AI Employment Policy: From Ambition to Workforce Transition
How China's 2026 AI employment policies could connect employment-risk monitoring, skills development, public services and worker transition support, with implementation evidence from Shanghai and Longyan.

概览
China's emerging AI employment-policy framework addresses two related but distinct institutional challenges: using artificial intelligence to improve public employment services, and understanding how AI deployment changes employment across the wider economy.
This 13-page AIGW Policy Implementation Brief examines the relationship between two national policy instruments issued in 2026. The four-department “AI + Human Resources and Social Security” Implementation Opinions, dated June and published in July, establish an agenda for AI-enabled employment services, job matching, skills intelligence and employment-impact monitoring. A subsequent State Council General Office opinion, dated 16 October 2026, addresses the employment consequences of AI development more broadly, including job creation, possible substitution, transition assistance, worker protection and employment-risk assessment.
The brief distinguishes policy direction from operational implementation. It examines Shanghai's Employment and Social Security 15th Five-Year Plan as evidence of municipal planning and uses Longyan, Fujian, as a local procurement case involving a digital-intelligent public employment-service project. Official Longyan records identify a project budget, tender and contract awards, while a provincial account describes early implementation activities. These records establish institutional preparation and procurement progress, not verified improvements in job placement or sustained employment.
AIGW interprets the national instruments as the beginnings of a possible workforce-transition infrastructure: detecting changes in work, assessing exposure, connecting eligible workers to services, following employment outcomes, and providing mechanisms for review and correction.
The report also connects these policy questions to AIGW's enterprise evidence on changing tasks, roles and workforce pathways, while recognizing that selected enterprise cases are not representative of the Chinese economy.
Its central conclusion is that digital systems, policy commitments and training participation should not be confused with demonstrated employment outcomes. Effective implementation requires trustworthy measurement of who is affected, who receives support, whether support leads to suitable work, and how workers' rights and access to services are protected.
